Mr. Larsen has been our President since July 5, 2007 and has been our Chief Executive Officer and a Director since June 10, 2007. Mr. Larsen has held the same positions with VirnetX since its inception in August 2005. From April 2003 to July 2005, Mr. Larsen focused on pre-incorporation activities related to VirnetX. From April 2002 to April 2003, Mr. Larsen was a Limited Partner at Osprey Ventures, L.P., a venture fund that makes investments primarily in business and consumer technology companies. From October 2000 to April 2002, he was Senior Vice President and General Manager of the Security Products Division of Phoenix Technologies Ltd., a software and firmware developer. Prior to March 2003, and for a period of over 20 years, Mr. Larsen has held senior executive positions at various leading technology companies, including RSA Security, Inc., Xerox Corporation, Rolm/International Business Machines Corporation, Novell, Inc., General Magic, Inc., and Ramp Networks. Mr. Larsen holds a B.S. in Economics from the University of Utah.

Executive Management
Katherine Allanson has been our Chief Financial Officer since September 2021. She previously served as the Company’s Controller and as an independent consultant providing accounting and reporting services. She has also provided similar independent consulting services for other public and private companies and certified public accountant firms and continues to do so on a part-time basis. Ms. Allanson earned her Bachelor of Science in Accounting from Auburn University and is a Licensed Certified Public Accountant.
Dr. Short has been the Chief Scientist for VirnetX since May 2007. From February 2000 to April 2007, Dr. Short was Assistant Vice President and Division Manager at Science Applications International Corporation, or SAIC. From 1994 to February 2000, he also held various other positions at SAIC. Prior to SAIC, he worked at ARCO Power Technologies, Inc. (Atlantic Richfield Petroleum), Sperry Corporate Technology Center and Sperry Research Center. Dr. Short is named as a co-inventor on substantially all of the patents in the VirnetX patent portfolio. He has a Ph.D in Electrical Engineering from Purdue University along with a M.S. in Mathematics and a B.S. in Electrical Engineering from Virginia Tech.
Mrs. Larsen is our Chief Administrative Officer. Prior to this position, she served as our Vice President, Administration and Human Resources since February 2005. From September 2004 until February 2005, Mrs. Larsen focused on equity raise and pre-incorporation activities related to VirnetX. Mrs. Larsen also served as the Treasurer and Chief Financial Officer of VirnetX from March 2006 until July 2007. From September 2002 to September 2004, Mrs. Larsen was a Commercial Property Manager for JBD Properties, a real estate developer. Mrs. Larsen’s experience includes Executive Recruiter at Armen and Associates, Senior Director of Human Resources at CHW Advertising and Human Resource and Office Manager at Realtime Consulting, Inc./MODIS.
Dr. John Anthony Jamison is VirnetX’s Chief Technical Officer (CTO). From May 1997 to January 2018, Dr. Jamison served as a Naval Intelligence Officer for numerous strategic, operational and tactical commands and technical assignments throughout his service. After that, he served as the Technical Director at BAE Systems, Inc.’s FAST Labs Defense Electronics R&D Unit, where he led advanced programs involving tactical space satellite efforts for the Department of Defense and Intelligence Community. Following BAE Systems, Dr. Jamison was the CTO at an AI/ML start-up, OmniTeq, where he worked to develope commercial services in the fields of bioinformatics, energy and power optimization, and climate related analytics. Dr. Jamison received his Doctorate of Strategic Intelligence from American Military University along with M.A. in National Security as well as a B.S. in Criminal Justice from the Shippensburg University of Pennsylvania.
Todd Hillis has been with VirnetX as Vice President of Threat Intelligence since June 2024. Mr. Hillis is a 21-year Navy Veteran who has over 40 years of experience providing information technology security and intelligence services to government, military, corporate, and healthcare sectors. He has significant technical experience in several areas of Information Assurance, Computer Security, and Intelligence and has served as a Principal Secure Systems Engineer for the BAE Systems Center of Excellence. Mr. Hillis has worked with the Federal Law Enforcement to identify, catch and convict most pervasive. These included the individuals responsible for hacking the United States Federal Reserve, the U.S. Missile Defense Agency, the Food and Drug Administration, and the Department of Justice.
Mr. Mathur has been the Vice President of Corporate Development and Marketing for VirnetX since July 2007. Prior to that date, Mr. Mathur was the Vice President of Business Development of VirnetX since April 2006. From March 2004 to April 2006, Mr. Mathur was Product Line Manager for SonicWALL Inc. From April 2003 to March 2004, Mr. Mathur was Senior Product Manager for Zone Labs Inc, a leading provider of Internet security software. From June 1996 to April 2003, he was Senior Product Marketing Manager of Phoenix Technologies Ltd. Prior to June 1996, Mr. Mathur worked in various engineering and marketing roles for OEC Japan, IBM Japan, and Pertech Computers Ltd. Mr. Mathur has a B.S. in Engineering from Gujarat University, India.
Mr. Weaklend has been VirnetX’s Controller since 2008 and brings over 30 years of financial experience. Prior to joining VirnetX, Mr. Weaklend was Sr. Accountant for Daniel M. Ukestad and Associates, CFO for Global ATN, Inc., Director of Finance and Administration for Global Weather Dynamics, Inc., and Sr. Accountant for Site Technologies, Inc.
Mr. Wood has been with VirnetX since October 2007 and has been our Vice President of Corporate Communications since April 2011. Prior to that, he held the position of Senior Director of Corporate Communications. His executive brand experience includes McDonalds, Safeway, Nissan, Burger King, Taco Bell, Nutri-System, Supercuts and Pacific Gas & Electric with advertising agencies that include J. Walter Thompson, Chiat/Day, Tracy-Locke/BBDO, Hoefer Dietrich & Brown and Crossover Creative. Mr. Wood’s areas of marketing expertise include strategic branding, new business development, direct, licensing, product merchandising, consumer education, multicultural, investor relations and public relations. Mr. Wood holds a Bachelor of Arts degree from the University of California, Davis.
Dr. Larson is VirnetX’s Strategic Advisor and a co-inventor of VirnetX’s technologies. Prior to his role as Strategic Advisor, he was VirnetX’s CTO. Prior to joining VirnetX, Dr. Larson worked for over 20 years doing system engineering, software design and technical program management under contract to many branches of the Department of Defense and the intelligence community. Dr. Larson worked on numerous advanced prototypes to implement new solutions to secure communications, remote sensing data extraction and processing, intelligence information extraction and data visualization. Dr. Larson holds a Ph.D. in Information Technology from George Mason University, an M.S. in Mechanical Engineering from Rensselaer Polytechnic Institute, and a B.S. in Mechanical Engineering from Virginia Tech.

Mr. Feiner has been a Director since 2014 and chairs our Compensation Committee and is a member of the Nominating & Governance and Audit committees. Mr. Feiner has served as President at Feiner Financial Inc since 1993, an accounting and financial planning services company founded in 1977. From 2004 to 2012, Mr. Feiner was Managing Member at Live Oak Fund LLC, a lead investor in innovative development of urban housing, implementing energy-efficient, environmentally-sustainable technologies. Mr. Feiner has a wide breadth of business leadership knowledge covering tax law, audit, corporate planning, securities regulation, and finance. He advises on structuring comprehensive and creative strategies for achieving profitable growth and establishing effective relationships between companies and investment bankers. He is a recognized industry expert with a reputation for a “hands on” client-focused approach. He has provided personalized services in the fields of finance, medicine, law, real estate, education and technology.
Mr. Angelo has been a director since July 5, 2007. He has been the Chief Security Architect at the Security Products Division of a major software company since August 2005. From October 2003 to August 2005, Mr. Angelo was a Security Architect and Manager, Government Engagements SBU with Microsoft Corporation. From July 1989 to October 2003, Mr. Angelo was a Staff Fellow at both Hewlett Packard Company and Compaq Computer Corporation. Mr. Angelo also served as Senior Systems Programmer at the John von Neumann National Supercomputer Center from September 1985 to July 1989. He was a Sub-Chairman of the National Institute of Standards and Technology Board of Assessment for Programs/National Research Council responsible for the CISD review for fiscal years 2001 and 2002, and he has been a technology contributor and participant on the U.S. Commerce Department’s Information Systems Technical Advisory Council (ISTAC) from 1999 to the present. Mr. Angelo was named a distinguished lecturer for 2004 and 2005 by Sigma XI, the Scientific Research Society. He currently holds 71 granted patents, most in the area of security and authentication, and was named the 2003 Inventor of the Year for the City of Houston by the Houston Intellectual Property Lawyers Association. Mr. Angelo is also an Information Systems Security Association (“ISSA”) Distinguished Fellow and ISSA Hall of Fame recipient.
Mr. O’Brien has been a Director since July 2007, chairs our Audit Committee and is a member of our Compensation and Nominating & Governance committees. He has been a principal in Morningside Group LLC, a consultancy, since 2024. Prior to that, since 2018, he was principally a private investor and entrepreneur. He was Chief Executive Officer and a board member of TravelCenters of America LLC, from 2007 until 2017, and a senior executive with the RMR Group from 1996 through 2017. From 1988 to 1996, Mr. O’Brien was a senior manager with Arthur Andersen LLP where he served a number of public company clients. Mr. O’Brien graduated cum laude from the University of Pennsylvania, Wharton School of Business, with a B.S. in Economics.
Heidy Chow joined the VirnetX board of directors in June 2024. She is currently Chief Financial Officer and a member of the board of directors of Snail Inc. Since December 2019, Ms. Chow has also served as chair of the audit committee for Franklin Wireless Corp. Ms. Chow was a partner with the Pun Group, LLP from August 2015 to September 2020. From July 2014 to June 2015, Ms. Chow served as a manager of Ernst and Young, a certified public accounting and advisory firm. Ms. Chow holds a Bachelor of Science degree from California Polytechnic University of Pomona. Ms. Chow is currently a licensed CPA from the California Board of Accountancy.
Strategic Defense Advisory Board
Lord retired in 2006 as a 4-star General in the U.S. Air Force. He was the Commander of the Air Force Space Command and was responsible for the development, acquisition and operation of the Air Force’s space and missile systems. He led more than 39,700 space professionals who provided combat forces and capabilities to the North American Aerospace Defense Command and U.S. Strategic Command. He is a former member of the President’s Commission on Position, Navigation and Timing Senior Advisory Group and the US Strategic Command Senior Advisory Group. Lord currently serves as the Chairman of OmniTeq and founded its predecessor L2 Aerospace LLC. He serves as Chairman of the Board of Frequency Electronics Corporation, is a board member of Boneal Aerospace Corporation, a member of the Iridium Communications Government Advisory Board, a member of General Dynamics Mission Systems Senior Advisory Group and Hera Satellite Systems Senior Advisory Group.
Leaf retired in 2008 as a 3-star Lieutenant General in the U.S. Air Force. He was Deputy Commander in the U.S. Pacific Command. He has worked with leaders of every nation in the Indo-Asia Pacific region except North Korea. He delivered guest lectures at King’s College London, the Vietnam Academy of Social Science, China’s PLA Political Academy in Xian, and the Pakistan National Defense University among others. His military experience includes his time at PACOM, a tour of duty at Headquarters Pacific Air Forces, four years of duty assignments in both the Republic of Korea and Japan, and temporary military duty across the region. A master of air operations, information warfare and joint force operations, he is a decorated fighter pilot and leader, with combat missions in Europe and the Middle East. He has executive level industry experience as Vice President of Strategic Initiatives at Northrup Grumman.
Armagno retired in 2023 as a 3-star Lieutenant General, serving as the first Director of Staff for the U.S. Space Force. During her 35-year career, Armagno held multiple commands at many levels of space operations including Director of Plans and Policy at U.S. Strategic Command. She was instrumental in the creation of the U.S. Space Force by working with the highest levels of the U.S. Government and is a lifetime member of the Council of Foreign Relations. Industry experience includes RocketLab board director and several strategic advisory board positions.
Ballard retired in 2003 as a 2-Star Major General in the U.S. Air Force with over 37 years of uniformed service. He served as Assistant Chief of Staff of Intelligence at U.S. Air Force Headquarters in the Pentagon and as Mobilization Assistant to the Director of the National Security Agency and Chief of Central Security Services. He serves on the Air Force Secretary and Chief of Staff Civilian Advisory Group and is widely recognized on the Hill in DC and throughout numerous Congressional circles. He has been CEO of a regional real estate corporation and a director of two regional commercial banks. He has served on the Embry-Riddle University President’s Advisory Board and has accumulated more than 7,000 hours as a civilian pilot.
